India will Resume its International Postal Services to the United States of America (USA) starting from October 15, 2025.
The Department of Posts, Ministry of Communications, Government of India, is pleased to announce that all categories of international postal services to the United States of America (USA) will resume effective 15 October 2025.
Postal services to the USA had been temporarily suspended through an Office Memorandum dated 22 August 2025, following Executive Order 14324 issued by the U.S. Administration, which ended the de minimis treatment for all postal shipments. This suspension was necessary due to new regulatory requirements from the U.S. Customs and Border Protection (CBP) concerning the collection and remittance of import duties.
After extensive system upgrades, close coordination with CBP-approved Qualified Parties, and successful operational trials in the Delhi and Maharashtra Circles, India Post has developed a fully compliant Delivery Duty Paid (DDP) processing mechanism. Under this system, all applicable customs duties for shipments to the USA will be collected in India at the time of booking and remitted directly to the CBP through authorized Qualified Parties.
This new arrangement ensures complete regulatory compliance, quicker customs clearance, and seamless delivery to recipients in the USA—without any additional duties or delays.
In line with the U.S. Customs and Border Protection (CBP) guidelines, postal shipments sent from India to the United States are subject to a flat customs duty rate of 50% on the declared FOB (Free on Board) value under the International Emergency Economic Powers Act (IEEPA) tariff, applicable to goods originating from India. Unlike courier or commercial consignments, postal items are not subject to any additional base or product-specific duties. This favorable duty structure significantly reduces the overall cost for exporters, making the postal channel a more affordable and competitive logistics solution for MSMEs, artisans, small traders, and e-commerce exporters.
Importantly, the Department of Posts will not levy any additional charges for facilitating Delivery Duty Paid (DDP) and Qualified Party services. Postal tariffs will remain unchanged, ensuring that exporters continue to benefit from low-cost international delivery while remaining compliant with the revised U.S. import regulations. This initiative aims to maintain affordability, empower MSMEs, and promote export growth through the postal network.
Customers can now book all categories of international mail—including EMS, Air Parcels, Registered Letters/Packets, and Tracked Packets—for delivery to the USA from any Post Office, International Business Centre (IBC), Dak Ghar Niryat Kendra (DNK), or via the Self-Service Portal at www.indiapost.gov.in.
The newly implemented Delivery Duty Paid (DDP) mechanism simplifies export operations by enabling senders to prepay all applicable duties in India. This ensures full transparency, predictable shipping costs, and smoother, delay-free delivery experiences for recipients in the USA.
